1982, el Fiscal General de Estados Unidos y el Director de
la CIA
firmaron un acuerdo (Memorandum of Understanding MOU/
Acuerdo de Entendimiento) que excluía la necesidad de reportar al Departamento de
Justicia los delitos relacionados con narcóticos cometidos por la CIA. En concordancia con
este acuerdo, no se requería transmitir información sobre el tráfico de
drogas y violaciones a las leyes antinarcóticos cuando se trataba de
agentes, personal externo activo, personal no administrativo y contratistas.
Este asombroso acuerdo secreto rigió entre febrero de 1982 y agosto de

A la sombra de este turbio acuerdo, la
política estadounidense fomentó actividades contrainsurgentes en El Salvador
y América Central y moralizó sobre alianzas oscuras entre narcotráfico y
política en Colombia para promover la medida simbólica por excelencia del
menosprecio y represión del campesino colombiano y del país: la fumigación
