1. STRENGTHEN CATTLE RANCHING IN THE DEPARTMENT OF THE PUTUMAYO.
Goal: Considering that ranching —with 139,000 head of cattle— is the main source of income in the Department of the Putumayo, it is necessary to strengthen technology exchange and application by implementing cross-breeding programs and increasing cattle ranching as an alternative to illegal crop cultivation, using the ranching resources that already exist in an efficient way without expanding the agricultural frontier, nor causing negative ecological impact.

Impact: Economic on family income, alternative to cultivation of illicit crops.

  • 2. STRENGTHEN FISHING AND FISHERIES IN THE DEPARTMENT OF THE PUTUMAYO.

    Goal: Support fishing activities and fisheries by promoting the planning and strengthening of fishing associations, through technical and organizational training with the aim of making it into a sustainable and profitable activity in the Putumayo.

    Impact: Exploitation of the existing 250 hectares of water in the Central and Lower Putumayo.

    3. STRENGTHEN THE AGRICULTURAL INDUSTRY OF THE DEPARTMENT OF THE PUTUMAYO.

    Goal: Consolidate agricultural-production systems that generate income and tie the agricultural industry to marketing systems by strengthening the planning and organizational processes of micro-businesses. This would take into account already established systems that can market starch, pepper, palm heart, animal concentrates, rubber, Amazon fruit, medicinal and aromatic plants, African palm; and industrialize meat and milk products.

    Impact: Positive mid and long -term impact by generating an agricultural-industry alternative for the development of the Department of the Putumayo.

    4. IMPLEMENT MEASURES AGAINST FOOD SHORTAGES IN THE DEPARTMENT OF THE PUTUMAYO.

    Goal: Develop agricultural means for guaranteeing stable income for farmers and their communitie as well as food sources for the immediate future, consolidating legal production processes with temporary biannual, annual and minor species crops. 

    Impact: Economic, immediate and important as it is part of the project tied to the voluntary eradication process.

    TABLE 2: INFRASTRUCTURE PROJECTS

    1. WATER PLAN FOR THE PUTUMAYO

    The Department of the Putumayo doesn't have any potable water sources in any of its 13 municipalities. This project seeks to build a regional system of aqueducts to meet this need.

    2. URBAN ENDOWMENT AND SECURITY FOR THE DISPLACED OF THE REGION

    The project includes the design and construction of plans and programs of urban endowment in Puerto Asís, Mocoa, and Colón in the Department of the Putumayo. Said project will assist some 1,000 displaced families in the coca zones, and includes the acquisition of urban land, the design and construction of urban roads, the supply of potable water, sewer lines, electrical lines and construction of 60 meter square dwellings in the above mentioned cities.

    3. ENERGY PLAN FOR THE PUTUMAYO PHASE IV; SUPPLYING ELECTRICITY TO THE UPPER PUTUMAYO, PUERTO GUZMAN, AND PUERTO LEGUIZAMO

    The project includes the design of sub transmission lines, substations, environmental impact studies, and construction, expansion, and remodeling of networks ,lines and substations to interconnect the rural areas of the Central and Lower Putumayo, and to upgrade the energy service to the Upper Putumayo, Puerto Guzman, and Puerto Leguízamo.

    4. INTERMODAL ROAD TUMACO- PUTUMAYO- MANAOS – BELEM. A GREEN PATH TO PEACE.

    This project, of worldwide impact, demands immediate execution. The improvement and paving of the road between Pasto, Mocoa and Puerto Asis, —200 kilometers long (including the construction of the Encano- Santiago branch and the San Francisco- Mocoa branch,) will allow the 4,500 Kilometer (2,813 miles) INTERMODAL ROAD TUMACO- PUTUMAYO- MANAOS to become a new international trade route with the support of the International Community. The institutional framework, which will operate the Via Intermodal, will be negotiated between the countries of the region (Colombia, Ecuador, Peru, Brazil) and the Project Investors.

    5. IMPROVEMENT AND CONSERVATION OF THE SECONDARY AND TERCIARY ROADWAYS OF THE DEPARTMENT.

    This project funds the departmental roads of the Putumayo with the goal of enabling the farmers to sell their agricultural products in the marketing centers, minimizing the transport costs and facilitating regional commerce.

    6. DEVELOPMENT AND STRENGTHENING THE SERVICES NETWORK OF THE DEPARTMENT OF THE PUTUMAYO.

    Goal: To offer quality, capable health services to the population in a timely manner. The project seeks to strengthen the infrastructure and endowment of State Health Institutions, such as the construction and endowment of the Hospitals of Orito, Pto Leguízamo, La Hormiga (Valle del Guamuéz), La Dorada (San Miguel), Pto. Caicedo, Pto Guzman, and Colón; the Health Centers and Posts; and the Departmental Laboratory.

    TABLE 3: INSTITUTIONAL DEVELOPMENT PROJECTS

    1. FORTIFYING A SYSTEM OF DEPARTAMENTAL INFORMATION AND ENVIROMENTAL FORMATION

    Goal: To make use of public utility environmental and cartographic information. This is on a scale of 1:25,000. In order to make decisions in the region, it is important to identify the agro-ecological zones on a scale of 1:10,000 and adjust the plans of territorial arrangement.

    Impact: Organization and application methods for geo-referenced information systems in the districts. The systems contain information on the state of renewable natural resources, and the knowledge of how to establish sustainable productive systems. Application time: 1 year.

    2. TECHNOLOGY EXCHANGE AND RESEARCH FOR AMAZON PRODUCTION

    Goal: Increase the capacity of the UMATAS (Municipal Units of Technical Assistance) to offer technical advice to small and medium sized producers, in order to diminish the pressure of deforestation on the natural forest due to the expansion of illegal crops.

    Impact: Economic on family incomes, an alternative to cultivation of illicit crops and the consolidation of a development model in harmony with bio physical and cultural conditions in the region within the framework of clean production policies.

    TABLE 4: ENVIRONMENTAL SUSTAINABILITY PROJECTS

    AMAZON FOREST INCENTIVE

    Goal: Recover 15,000 hectares in debased areas, by strengthening secondary forests and high stubble through economic incentives that motivate the families of the jungle to participate in the recovery and sustainable use of the land. Provide training in environmental methods and reduction of carbon emissions.

    Impact: Economically important and positive, considering that the proposal of the project not only recovers the forests and stubble, but provides the wood cutters of the region with an alternative for making sustainable use of the forest resources in the long temr. Another contribution of the project is related to stabilization of the colonized areas.

    Goal: for Amazon products to be competitive in the national and international market.

    Impact: Economic and social; providing work for families situated in areas of illicit crops.

    RECOVERY OF THE AMAZON JUNGLE

    The damages caused to the jungle by the coca trade are great. To recover and conserve the Amazon jungle as a safeguard for our survival is one of the fundamental tasks my adminstration. To this end, the Putumayo requests research programs and plans from the International Community, in order to stop the destruction of the jungle while allowing the peaceful survival of the inhabitants of the Putumayo, through the sustainable use of the forest itself.

    DISTRICT ENVIROMENTAL MANAGEMENT PLAN INTEGRATING DRAINAGE AND SLOPE AREAS.

    This project contemplates the recovery of the district canals and drainage systems and includes recovery actions that address micro basis through reforestation.
