3,350 AUTHORITIES AND DELEGATES OF THE ARHUACO, AWÁ, BORA, CARAPANA, CARIJONA, COCAMA, KOKONUKO, UBEO, CURRIPACO, DESANO, DUJO, EMBERA, EMBERA CHAMI, EMBERA KATIO, EPERARA SIAPIDARA, GUAMBIANO, GUANANO, INGA, KAMENTZÁ, KANKUAMO, KOFAN, KUIBA (WAMONAE), MOCANÁ, MUISCA, NASA, PAPALLACTA, PASTO, PIAPOCO, PIAROA, PIJAO, PUINAVE, SÁLIVA, SICUANI, TAMA, TIKUNA, TOTOROES, TUKANO, TULE, U´WA, UITOTO, WAYÚU, WIWA, WOUNAAN, YAGUA, YANACONA, YUKPA, ZENÚ. INDIGENOUS PEOPLES
With the millenarian knowledge eyes and in honor of our major laws of
origin, assembled in this National Congress of Indigenous Peoples, we want
to show to Colombia and the world, our wish to build a hope of life
to people and Nature in planet Earth. And we ratify that while we exist,
we are
disposed to defend life, culture and territory.
Around the fire, and in our big malocas, our spirits danced at
the rhythm of the word, and assembled in minga, in the ancestral territory
and land preserved of our brothers Muiscas, from Cota, Cundinamarca, having
as basis and ground our major right, the law of origin and the cultural
millenarian
principles that point and address the concepts that we have, regarding
development, the territory, peace and the living together with others,
we initiated an analysis that we want to share with Colombians and the
world.
Enjoying and sharing the food from our mother earth, we have nourish our knowledge because
WE HAVE SEEN, HEAR AND RECALL
That the indigenous ancestral lands are sacred, given by our Gods, considering that it is the space were we recreated our cultures, our thoughts and our forms of living together.
That the principles of respect to life, culture and harmony with
nature, allows us to propose the need of a society with dignity, social
justice and
equity.
That the model of development that was historically introduced,
excludes, homogenizes, and damages the environment, ignoring cultural particularities,
and do not respond to the wishes, interests and rights of Colombians,
and on the contrary, is the cause of the ecocide and ethnocide.
That the model of globalization impelled by economical policies from multilateral banks, acts against the cultural integrity, the dignity and the national sovereignty.
That the State manipulates the national legislation reducing the fundamental rights of indigenous peoples to their territories, identity, diversity, a healthy environment, food security, and with it, the guarantees to future generations.
That the government promotes situations that affect poor sectors of the country, as the issue of laws that deny social rights to health, education and work. The negligence in the definition of land policy that interprets the regions, contemplates the ethnic and cultural reality, and recognizes the public participation in the decision making. The absence of an agrarian reform policy that responds to the legitimate claims from peasants, afro-Colombians and indigenous communities.
That our lands have been profanated and flattened by state policies, transnationals and armed actors, who ignore our major laws and territorial autonomy.
That the armed confrontation is the consequence of those social and economical policies developed against Colombians, of a political exclusion that have last for centuries, and that reveals in abuses, crimes, disappearances, forced displacement and a systematic impunity.
That lately guerrillas, paramilitaries and armed forces have intensified the violence over our territories and against our people, currently expressed in the murderer of Armando Áchito, the kidnap-disappearance of Kimy Pernía Domicó, the murderer of Cristóbal Secue, the Corinto massacre, the murderer of Luis Angel Chaurra, and his two daughters, and of the other indigenous leaders Embera-Chamí in Riosucio, Caldas, during this Congress of Indigenous Peoples. And the pressure of all these legal and illegal armed groups over the indigenous territories, through threatens and massive displacements, in particular over the peoples Kankuamo in the Sierra Nevada of Santa Marta, Yukpa in the Serranía del Perijá, Embera and Wounaan from Juradó and Putumayo.
That the armed groups continued recruiting young men, disrespecting the indigenous territories and authorities, and putting in danger the life of the communities.
That the process to negotiate the peace, that the Colombian government
is advancing with FARC, excludes indigenous and other social sectors and
that
we do not are represented by the State, FARC, or any of the other armed
actors in the conflict.
WE DECLARED
That we ratified the sacred character of our territories and the historical legitimacy property over them. Because of that, we demand the total demilitarization, understood as the no presence of legal or illegal armed groups.
Our responsibility and duty to contribute in the construction of a new country.
That we refuse the model of development that the National government
imposes and our decision to join other social sectors around the fight
against the neoliberalism, the Plan Colombia, the bill of land use,
the Code of Mines, the National Security Law, as well as the environmental
policy,
because they do not respond to our forms of living and violate the
Colombian population rights.
That we join the voices that claim an immediate stop to fire and
hostilities, even though we believe that peace can not be understood as
the
silence of guns, but as the guarantee of the collective rights of peoples
and in general of all Colombians. As other social sectors in the
country,
we dream to construct a peace policy with social justice; which means
real democracy to all and respect to life. A policy that seeks to
surpass the
misery and poverty. And for us, the recognition of the ethnic
and cultural diversity.
That it is not an indigenous peoples policy to participate in
the armed conflict, and in this sense, we will defend without pause, the
indigenous
autonomy, laws and government.
That the force of the Mamos, the Jaibaná, the Chamanes,
the Werjaya, the Tewala, our traditional doctors and authorities, have
guided and advise us
to remain in our territories and continue being indigenous in order
to defend our existence.
Therefore:
We declare our vigorous refuse to the intentions of the mass media,
the national government and some presidential candidates of using the defense
of
the Caldono community as an example of the supposedly contrainsurgent
action of the indigenous peoples. What we defend is life and our
dignity.
We express that considering the seriousness of the problem in
our communities because of the armed conflict, we will continue defending
our
territorial autonomy, demanding respect for our own laws and ways of
government. In consequence, we assume the compromise from our own
principles of respect, solidarity, reciprocity, equilibrium, and complementarity,
to support the peace and initiatives of living together to all Colombians.
We decided to conform the Indigenous Board for Peace, that will
be useful to the agreement of actions in the seek and mobilization for
the living
together, and to develop dialogue processes with the armed actors and
with the State in defense of the indigenous peoples human rights.
We assume the existence of the war, that can not be an excuse
to the violation of human rights and to the ignorance of humanitarian international
law. In consequence, we demand that the State guarantees the
effective exercise of human rights, and that it assumes the investigation,
the enlightening and punishment of the violations of Collective and Human
Rights of indigenous peoples, as well as the stop of neoliberal policies.
To the paramilitary groups, to stop the murders, massacres, kidnappings,
signals, threatens and displacements of communities, that are motivated
by
economical interests of the huge projects and land owners.
And to the insurgency, to stop their criminal actions against the indigenous
communities and leaders.
We resolve to impulse a huge National and International Campaign
for Life and Autonomy of Indigenous Peoples, and the celebration of a Political
Trial
to the State -from the indigenous justice- for the historical abuses,
the discrimination and the systematic extermination of indigenous peoples.
In addition, we claim from the international community, their participation
and solidarity with the Colombian people and particularly with our peoples,
so that they do not fund projects from the Colombian State that compromised
the ethnical and cultural integrity, the environment and the human rights.
As well as to maintain alert regarding the development of the processes
addressed to solve the social and armed conflict in the country.
We reaffirm our being indigenous, from our thinking of continue working together, in the territorial defense, in the enforcement of our authorities, in the respect of mother earth, and in the position of autonomy that we have assumed as a town.
Finally, we propone to the popular movement the creation of an
Alliance for Peace, so we can join the job with others, peasants, afro-Colombians,
roms, unions, women, in the construction of an alternative proposal
for peace, that is open and in front the country. Where we have the right
to tell the armed groups and the State what we think and wish in regard
the peace, and the right to decide about the type of society that we aspirate.
Once more, we ratify our attitude as peoples in resistance and
because of our right to self-determination, we will stay in our territories
executing
its control and autonomy.
