SOLICITUD A LAS NACIONES UNIDAS POR INTERMEDIO DE BAN KI-MOON (carta
anexa)

Aspersiones aéreas para la
erradicación de cultivos con usos ilícitos en Colombia. Por
violaciones de Convenciones y Tratados y contra los Derechos Humanos,
daños a la salud e impactos ambientales ocasionados por las aspersiones
aéreas con defoliantes y uso intensivo e indiscriminado de
agroprecursores en Colombia, los abajo firmantes ciudadanos y
Organizaciones Sociales,
de Derechos Humanos, Reducción de Daños, Reforma a la Políticas de
Drogas, Medio Ambiente y Paz solicitamos la mediación de las Naciones
Unidas para que en Colombia:
1.
Se declare de inmediato una moratoria en las fumigaciones
mientras se llevan a cabo con autonomía los estudios científicos,
epidemiológicos, de impacto ambiental y humanitario y socio-económicos
necesarios para determinar sus efectos perversos y/o inocuidad.
2.
Se retire la medida de aspersión aérea con químicos del Programa de
Erradicación de Cultivos Ilícitos en el Estatuto de Droga presentado en
el 2012
por el Ministerio de Justicia del Gobierno de Juan Manuel Santos para
ser debatido a partir de marzo 2013 por ser ésta contraria a la
normatividad vigente.
3.
Se apliquen controles estrictos sobre la importación, producción y venta
de agroquímicos
por ser estos utilizados como agroprecursores para incrementar la
productividad y extensión de los cultivos con usos ilícitos.

Aerial spraying to eradicate
crops used for illicit purposes in Colombia. In view of the
Colombian government’s failure to comply with the International
Conventions and Treaties subscribed and, considering the health hazards,
IHL and Human Rights violations as well as the environmental risks
resulting from the aerial spraying of defoliants and intensive and
indiscriminate use of agroprecursors,
we the undersigned citizens and
Social, Peace, Environmental, Human Rights, Harm Reduction and
Drug-Policy Reform Movements and Organizations here request that the
United Nations mediate on our behalf in Colombia in order to ensure
that:
1.
The
attention of the Santos
Government be called to its obligation to
declare an immediate moratorium on fumigation
until the pertinent and autonomous humanitarian, epidemiological,
environmental, social and economic studies addressing the impacts of
aerial spraying itself are carried out and reveal their findings.
2.
The highly-questionable aerial spraying eradication measure be removed
from the 2012 Drug Bill
to be debated by the Colombian Congress in March 2013 since this measure
contravenes existing legislation.
3.
The Santos government apply stricter controls to the production,
importation and sale of agrochemical products
since these are used as agroprecursors to expand and increase the
productivity of drug crops. |
